Message Bases dont have the same level of effect on paints that acids will, but any strong base will still hurt painted surfaces. Best thing to use is warm water and mild detergent.. A bucket of warm water and Dawn dishwashing soap will get almost all non-chemical stains off of paint and a lot less likely to etch the surface of the paint.
